Abstract
Food and forage security are important for the long-term modernization of China. In addition to paying close attention to food security throughout the country, it is necessary to follow the principle “not competing with people for grain and not competing with grain for land” by scientifically utilizing the resource potential and advantages of agricultural winter fallow fields and mid- and low-yield fields in the central and western regions; integrating traditional and modern technology; vigorously developing dry farming, water saving procedures, and grass cultivation; and focusing on breaking through the technical and model bottlenecks of grass field rotation. This allows the use of multiple functions of scientific grass planting, such as increasing grass yield, saving grain, increasing meat yield, increasing income, raising land, and resisting disasters, which will make efficient and practical contributions to the Chinese people’s future by firmly holding their own bowls.
